Андрей Травников обозначил приоритеты бюджета Новосибирской области на следующий год

Повышение зарплат, соцподдержка, строительство важных объектов и реализация нацпроектов — проект закона о бюджете Новосибирской области на 2024 год и плановый период 2025-2026 годов единогласно принят в первом чтении на 38-ой сессии регионального Заксобрания 23 ноября.
При формировании главного финансового документа региона область учитывает необходимость решения задач, поставленных Президентом РФ Владимиром Путиным: укрепление технологического суверенитета, опережающее развитие транспортной, коммунальной и социальной инфраструктур, повышение благосостояния граждан, защита материнства и детства, поддержка семей с детьми.
«Подход к формированию бюджета абсолютно плановый: все необходимые расходы предусмотрены, в основной своей базе. В том числе, и та информация по федеральным субсидиям, которая была на момент формирования бюджета.
Но с учётом того, что мы переживаем период макроэкономической нестабильности, мы применяем подходы, которые зарекомендовали себя в период пандемии и в прошлом году.
Определены чёткие приоритеты. Первое, это всё, что касается мер социальной поддержки, в том числе, их индексации; всё, что касается зарплат бюджетников и их индексации. Это, в обязательном порядке, обеспечение всех действующих строек и ремонтов: ни одного долгостроя из-за отсутствия финансирования мы не допустим. Наконец, это – весь объём софинасирования для максимального участия нашей области в национальных проектах и всех федеральных программах», — заявил Андрей Травников.
Проект бюджета на сессии представил заместитель Председателя Правительства Новосибирской области – министр финансов и налоговой политики региона Виталий Голубенко. Документ прошёл все необходимые стадии предварительного обсуждения. И был был подготовлен с учётом прогноза социально-экономического развития региона.
Виталий Голубенко отметил, что прогнозируемый общий объём доходов областного бюджета — 279,976 млрд рублей. Общий объём расходов — 319,446 млрд рублей. Дефицит, сформированный на 2024 год, составляет порядка тридцати девяти миллиардов рублей. На период 2025-2026 годов областной бюджет запланирован бездефицитным.
Основополагающие принципы формирования расходов бюджета – обеспечения в бюджетной сфере заработной платы соразмерно росту в целом по экономике; обеспечение реализации национальных и инфраструктурных проектов и программ; обеспечение роста материальных затрат учреждений, оказывающих услуги населению, и социальных выплат соразмерно росту индекса потребительских цен.
По итогам обсуждения проект закона «Об областном бюджете Новосибирской области на 2024 год и плановый период 2025 и 2026 годов» был единогласно одобрен депутатским корпусом в первом чтении и рекомендован для доработки, рассмотрения и окончательного принятия. Поправки в законопроект могут быть внесены до 4 декабря.
